OBC reservation in Central Government jobs (27%) is available only to OBC-NCL candidates — Other Backward Classes, Non-Creamy Layer. The 'creamy layer' concept was introduced after the Indra Sawhney v. Union of India (1992) Supreme Court judgment to ensure that reservation benefits reach the genuinely backward sections within OBC.
As of the latest revision (2017), the creamy-layer ceiling is ₹8 lakh per year of family gross income (excluding agricultural income and salary income of the candidate's parents in some interpretations — this remains contested). Children of Group A officers, Group B officers (with both parents), Class I officers in PSUs/banks, and Constitutional/Statutory post holders are automatically in the creamy layer regardless of income.
OBC-NCL certificate must be issued in the Central Government format (not the State Government format) and must be valid as on the closing date of the application. The certificate is issued for the relevant financial year. If your certificate is older than 3 years, most boards (including SSC, UPSC, IBPS) require a fresh self-declaration plus a current certificate.
