Under 7th CPC rules, cities are classified into three categories for HRA: X (population 50 lakh+, 8 metros + ~5 others), Y (population 5–50 lakh, ~90 cities), and Z (population below 5 lakh, all remaining places). HRA percentage on basic pay is currently 27% / 18% / 9% respectively (after the post-DA-50% revision in July 2024).
X-class cities: Delhi (NCR), Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad, Pune, Ahmedabad — and a few others updated by Finance Ministry orders. Y-class includes most state capitals and tier-2 cities like Lucknow, Patna, Bhopal, Jaipur, Indore, Coimbatore, Visakhapatnam. Z-class covers all district headquarters and smaller towns.
If the employee occupies government quarters (CPWD/department-allotted), no HRA is paid; instead, a nominal license fee is recovered. If the spouse is also a government employee, both can claim HRA on separate accommodation but one cannot claim HRA for the same address as the spouse's quarters. HRA is partially exempt from income tax under Section 10(13A) subject to rent receipts and the actual rent paid formula.
