EWS Certificate (Economically Weaker Section) — Meaning, Definition & Examples (Sarkari Exam 2026)
Category: Reservation
Short definition: A government-issued certificate proving that a candidate from the General category belongs to a household with annual gross income below ₹8 lakh and limited specified assets, qualifying them for 10% reservation in Sarkari jobs and admissions.
What is EWS Certificate (Economically Weaker Section)? (Detailed Explanation)
The EWS reservation was introduced via the 103rd Constitutional Amendment in January 2019 to provide 10% reservation to economically weaker sections of the General category in government jobs and educational institutions. It is over and above the existing 49.5% (SC/ST/OBC) reservation, taking total reservation to 59.5%.
To claim EWS reservation, a candidate must produce an EWS Certificate issued by a competent authority — typically the Tehsildar, SDM, or other officer authorised by the State Government. The certificate is valid for one financial year and must be issued in the format prescribed by DoPT (Form GeneralEWS-I).
The eligibility has three parts that must ALL be satisfied: (1) Family annual gross income below ₹8 lakh from all sources combined (salary, business, agriculture, etc.), (2) Family does not own 5+ acres of agricultural land, (3) Family does not own a residential flat of 1000+ sq ft OR a residential plot of 100+ sq yards in notified municipalities OR 200+ sq yards in non-notified areas. 'Family' includes the candidate, parents, siblings under 18, spouse, and children under 18.

Frequently Asked Questions about EWS Certificate (Economically Weaker Section)
Q1. Is EWS the same as OBC?
No. EWS is for General-category candidates only. If you belong to SC, ST, or OBC, you cannot apply under EWS — you can only avail your own category's reservation.
Q2. How long is the EWS certificate valid?
It is valid for the financial year (April–March) in which it was issued. For most exams, you must submit a fresh certificate issued in the current financial year of the application date.
Q3. Can I apply under General even if I have an EWS certificate?
Yes. EWS is optional. Many candidates apply under General if the General cut-off is lower in a particular exam, since EWS cut-offs can sometimes be higher in unpopular regions.
