What is Dearness Allowance (DA)? (Detailed Explanation)
DA is the largest variable component of a Central Government employee's salary. It compensates for inflation by tracking AICPI-IW (base year 2016=100). The Department of Expenditure revises DA twice a year — effective 1 January (announced in March) and 1 July (announced in September/October). Arrears for the elapsed months are paid in the announcement month.
DA is calculated as a percentage of basic pay. As of January 2025, DA is 53% (revised from 50% in July 2024). For a Level 7 ASO with ₹44,900 basic, DA at 53% = ₹23,797 per month. When DA crosses 50%, allowances like HRA, Transport Allowance, Children Education Allowance, and Hostel Subsidy are revised by 25% (one-time merger effect under 7th CPC rules).
DA is fully taxable as salary income. It is also counted as 'pay' for the purpose of computing pension, gratuity, leave encashment, and contribution to NPS. A 1% DA hike for the entire Central Government cadre costs the exchequer approximately ₹12,000–₹15,000 crore per year (including pensioners).
